SIR,—May I ask you to give publicity to the enclosed Manifesto, which is to some extent a reply to that recently issued by a number of ladies demanding compulsory notification, Ac.? This one, as you will see, has very representative signatures. You probably noticed that the National Council of Women, which met on December 8th in London, unanimously voted against compulsory
