The annual Conference of the National Union of Conservative and

Unionist Associations opened at Scar- borough on Thursday, October 7th. It was evident at once that the delegates were intent upon trade union reform and Mr. Baldwin's speech was awaited with intense interest, not to say with anxiety. It was not till nearly the end of the speech that the Prime Minister came to this important subject. He then said :- " We are fully alive to the importance of the question. As soon as wo have completed our examination of the subject, we shall prepare a Bill and proceed with it in Parliament. When we are in a position to present that Bill we shall rely with confidence on you for the loyal support which you have so freely given us in the past."

The rest of Mr. Baldwin's speech was a review of events since the Conference last year and contained no new facts or announcements. * * * *
