Captain Craig, who spoke for Northern Ireland, expressed many misgivings,

but did so with an admirable moderation and an evident sense of responsibility. Lord Hugh Cecil similarly declared his belief that no good could come of a plan for giving great powers to a Government based upon murder. Ulster was bound to be injured by the proximity of such an organization, though the British Government no doubt proposed all the time to guarantee her security.
