DECEMBER 21, 1833 Ir appears by accounts from Russia, that the distress in the Southern provinces of the empire, from a deficiency of the harvests, is very great. Nicholas has ordered a large sum of money to be applied from the public Treasury to the relief of these provinces. This has probably been done to give a colour to the following declaration made by him in a recent ukase. "Shivery cannot and ought not to be abolished. It is the system of government most favourable to the people: it protects them against indigence and famine."
