are so miserably inadequate is, of course, part of our whole want of preparation. We did not know we were going to be at war in 1914. The Germans did. If it is urged that we.ought to have known, we agree, but such agreement is not of any very great importance now What we have got to do is to win the war. Abuse of our rulers, however well founded, is not going to help in that direction.
