have given this policy study adequate to express a judgment upon it, or indeed to have the necessary knowledge to do so, but we do feel that here is an important suggestion which must be taken seriously, and we cannot but regret that it was the Liberal Party and not the Conservative which has produced such a policy. There is nothing in it which, in our opinion, is inconsistent with Conservative principles. If the Conservative Party will not do the spadework of evolving concrete and definite proposals on the great questions of the day, such as this one, they will find that one of the other political parties will do so and that their schemes, good or bad, will hold the field. * * * *
