We greatly regret that Mr. McKenna is not to join

the Government, for not only would he have brought strength to them, but his inclusion would have sym- bolized the broad basis upon which they stand. The appointments which have been made, however, are distinctly good. In a short time Mr. Neville Chamberlain greatly raised the credit of the Ministry of Health by his intelligent and tolerant handling of the housing problem. Sir William Joynson-Hicks has done very well as Financial Secretary to the Treasury, and his promotion was generally expected. He is a, thoroughly good House of Commons man, and has not only experience but energy.
