M. Pichon, the French Foreign Minister, gave an interesting summary

of the position of foreign affairs at a dinner given last week by the Republican Alliance. He asserted that no thought of war had entered into the rapprochements which had taken place, or into the ententes which had been concluded, between France and neighbouring. or distant Governments in Europe and the Far East. " All the Governments concerned have bad no other object than to emulate each other in the cause of the preservation of peace." Their intervention in Morocco was necessary to safeguard French interests of the first rank, as well as their international obligations, their dignity, their honour, and the security of their African possessions; but they were conscious of their duties as well as their obligations.
