PROPORTIONAL REPRESENTATION AND THE COMING REFORM BILL.
[TO THE EDITOR OP THE " sescrATon."1 SIR,—ThePrime Minister's announcement that the Government intend to introduce a comprehensive Reform Bill before the close of the present Parliament brings the reform advocated by the Proportional Representation Society into the forefront of political questions, and I therefore ask that you will be so good as to direct the attention of your readers to the record of progress contained in the accompanying Report.
