What the Royal Navy did was precisely what the United States Navy did in the Civil War when British merchant ships were seized because they had cargoes for the Confederates. American action! was then sustained by the Supreme Court. After, America entered the Great War the American Navy, of course, co-operated with us in the seizure of contraband cargoes and even urged greater rigour in the operations.' America has no. case in principle against the seizure of such cargoes, and claims made on us would start thousands ' of claims against America herself. * * * *
