For our part we hope that the Bill will proceed

to Committee. Although we 'admit its insufficiency, the main objeetive should be to get all brains to work on a more or less agreed measure. If the second reading should be carried there will be good hope of this. If the Bill should fail in the division on Thursday the Government might decide at once upon a dissolution, and an intensity of Party spirit would immediately reappear in place of the present reasonable prospect tha the House of Commons under a minority Government will more and more apply to legislation that scientific spirit which General Smuts said the other day is the way of salvation for modern democracy.
