Betterment. By Arthur A. Baumann, B.A. (E. Arnold.)—Mr. Baumann examines

the American practice described by the term " betterment," speaking of it as the creation of the State logisla- tures,—bodies, by-the-way, which are responsible for many strange things ; and discusses the policy of tho County Council in adopting it. He has some very hard things to say about it ; and, indeed, it is sufficiently clear that the practice may give rise to quite un- bearable oppression and corruption.
