The Lord Chancellor admitted that the matter was one that

specially concerned the dignity and authority of the House of Lords. He rejected Lord Salisbury's view that a party sub- scription should be treated as an absolutely irrelevant considera- tion. It had never been so treated. He proposed as an amend- ment to Lord Salisbury's motion that there should be a Royal Commission, but he deprecated retrospective inquiry by the Commission. Nothing, he thought, would be gained by that, and the real object was to prevent abuse in the future.
