A far-sighted and consistent financial policy is the way of

salvation for the Colony. At present the elected fiajority are in the position of a minor who can over- file his trustee. All this conveys a stern warning for he white people in Crown Colonies who would like to place their Government in the hands of an oligarchy. The Commissioners suggest that the vicious export !ales should be abolished and that an Income Tax on graduated scale should be introduced. But this does of seem likely to be done unless the majority in the onthined Court will yield their "rights" and pass on to he Government power to enforce its decisions. The leath-rate of the Colony . is high-27 per thousand ; ad we are told that most of the educational text-books re obsolete. Now that a strong light has been thrown a dark place, it is to be hoped that something will e done. The Report will be greatly disliked by the 'cal politicians ; they will say that they have been ufairly condemned, and they will not want to give oay. Yet it seems that nothing but a change in the nworkable Constitution will suffice.
