He also dreamed of arterial roads, 120 feet wide, with

tracks for slow and swift traffic, the abolition of tramways, a belt of green round London, a great monument to Shakespeare on Primrose Hill, and the protection of Old London. All these things were arranged by a Ministry of Arts, housed in a great building on the west side of Trafalgar Square, and assisted by a large Committee of artists, England having recog- nized, like France, that art was a great asset to any country and any city. Sir Aston Webb's dream also included a central government of London, the disappearance of party from municipal politics, and an Imperial Parliament which met and thought Imperially once every three years.
