General Wu Pei:fu is said to have taken a very

satisfactory step in ordering the restoration of the Salt Gabelle which his subordinates had seized. If this order is effective, a most serious wrong may be righted, but the later reports are not encouraging. A fortnight ago it was announced that Wu Pei-fu and Chang Tso-lin had at last agreed not to fight each other, and had launched their great joint attack on the Kuominchun troops about twenty miles north of Peking. The condition of those troops since General Feng's departure to Moscow can only be guessed at. The battle has raged for some days, but so far there is little news of bloodshed on either side.
