The Moroccan. War has for some time distracted the attention

of the Press, but not of the Foreign Offices, from the working of the international constitution of Tangier. The Times correspondent there states that Italy is about to take her place with Great Britain, France and Spain. We hope that there may be no delay in this action, since the constitution was framed with infinite labour in the expectation that Italy would take her part with the others as a Mediterranean Power. If all the difficulties of her entry, whether due to Latin jealousies or other causes, are now overcome, the work of administering the international zone should become easier and more satisfactory.
