NEW and extraordinarily interesting situation has been created by the sudden decision of the Govern- ed to reform the House of Lords. This happens to every Government. The ope of reform seemed only a few days ago to be remote, it was assumed that Poor Law reform, the Factories ill and the extension of the franchise to women of wenty-one would exclude the problem of the Lords. `Whether the inclusion of the Lords will exclude some ther subject we cannot say.
