Although we are sorry that the Council of the League

did not take a firmer line we cannot join in the condemna- tion at the League's " weakness " and " futility." A good deal of this criticism comes from known enemies of the League. After all, the invocation of the Peireanent Court is a normal practice with the League, and even though we regret it in the particular circumstances we must acknowledge that it is justifiable. ' Meanwhile the situation is not better but a little worse than befoie the League met.
