The head of any other party would, of course, have

said exactly what was in his mind, and if his party had failed to support him would have resigned. The Labour way is a menace to Parliamentary methods as they have always been understood. Much the same thing occurred in 1924 when the Labour Government called off the Campbell prosecution at the dictation of the caucus. The whole question of this extra-Parliamentary form of democracy ought to be faced. We shall not discuss it further now, but it is obvious that, as things are, peace, which is by far the greatest of all our national interests, is safest in the hands of a party which follows Parliamentary tradition. * * * $
