The Minister, after consulting the President of the Board of

Trade, may lay any scheme before Parliament. If neither House rejects it within a certain period it will come into force. All producers who adhere to a particular scheme must be registered, and the scheme will then be managed temporarily by a Board nominated by the Minister, but later by a Board elected by the farmers themselves. Sales can be effected only through the Board by registered persons or by persons specifically exempted from registration. Each Board will have a financial fund of its own, but there will also be a Central Marketing Fund controlled by the Minister and provided by the Exchequer.
