In a joint letter published in the papers of Thursday

Lord Derby and Mr. Prethero described a policy of providing more labour for the land. Thirty thousand men from the land have recently been claimed by the War Office out of the sixty thousand offered by the Tribunals. The scheme is to make good this shortage. Sub- stitutes are to be supplied by the War Office within a few days. It is not pretended that the substitutes will necessarily be skilled men, but it is stated that together with other reinforcements the farmers will have more labour than during the last eight months.
