review by Lord Meston of some hooks about India. Evidently some kind of federalism is the fashionable scheme of the moment. This is not surprising, as when Lord Birkenhead challenged the people of India to produce an alternative to the Montagu-Chelmsford scheme, he in effect invited every Abbd Sit'yes, whether an Indian or a European, to produce his pet constitution. Lord Meston's own judgment is that it is useless to discuss federation as yet. He points out that the Montagu-Chelmsford scheme implies a growing differentia- tion between the Central and Local Governments, and he predicts that when India achieves federation it will be unlike any other federation known to the. world.
