A 'policy of despair'

'These people are all new in government'. says Sir Joshua Hassan, the former Chief Minister. 'I didn't feel any constitutional

frustration—and I had to work without _having domestic powers properly defined. If we had integration, we'd be a local coun- cil under Whitehall with half an MP. At the moment, we can command ..sympathy from MPS of all parties to help us. If we had inte- gration, we'd lose our bargaining power with the British. It would be a policy of despair. By trusting the British government, I com- mitted it.'
