— and problems

Gibraltar has herself taken careful measures to control the work flow of Moroccans coming in to replace theSpanish labour force.

In her discussions with Whitehall she has been urging her special position as a Lac colony in Europe. Already the Gibraltar government has, in principle. obtained agree- ment for the Rock to be incorporated into the EEC Her regulations on labour from abroad are incorporated in a recent law. Under this every worker below the level of £1,500 per annum must have a contract that specifies his wages, holidays and leave, as well as accommodation. The Moroccans hold their work permits for one year and there is a medical examination at each grant- ing. Even so, rumour has it that the local officials find it very difficult to distinguish one Moroccan from another. And the stories circulate about brother passing work permit to brother in Tangier. The British govern- ment workers in the dockyard are exempted from this legislation. They enter under an Admiralty agreement.
