President Wilson has signed the Bill for constructing aircraft to

the value of nearly 4130,000,000. We hope and believe- that the construction will be as rapid as the passage of the Bill. The Americana are great mechanics, and we fancy that they will prove to be great fliers. We look forward to a time not far ahead when the Germans will be unable to exist in the-air. We -may mention here that Mr. Wilson has also ended- the controversy between the rival supporters of iron and wooden ships by accepting the resigna- tions of the protagoniete of the controversy. Shipbuilding has now- to be planned on a fresh sheet of paper.
