In addition to the above, we must record the fact

that martial law has been proclaimed in the city and county of Dublin, and that Sinn Fein associations are to be proclaimed as illegal. The Lord-Lieutenant, it appears, has been in Dublin throughout the insurrection and taken an active part. On Wednesday evening Mr. Birrell left for Dublin. It is further to be noted that a Pro- clamation was published on Wednesday night in a supplement to the London Gazette suspending the right of British subjects in Ireland, charged with offences in that country under the Defence of the Realm Act, to be tried by a civil Court. On Thursday it was announced that martial law was to be proclaimed through- out Ireland. Lastly, though there has been no statement on the point, it seems to be generally admitted that the revolt was instigated and financed from Germany, and that the word to move was given from Berlin. We have little doubt that ever since the beginning of the war, if not indeed for many months before it, German secret service agents have established the most friendly and intimate relations with the rebels.
