Nevertheless, the Provisional Government had not shown " the courtesy and consideration " which had been hoped for, but had taken action to embarrass the Northern administration. Sir James Craig pointed out that he was willing to attribute these errors to lack of experience, but'the fact was that in spite of the promises from Dublin armed incursions into the Northern territory had not ceased. These incursions 'had upset the growing -confidence in the Boundary Commission and bad had a deplorable effect.
