A5 the South African debate in the House of Commons on Friday night will not have taken place when we go to press, we can only deal generally with the situation. It is clear that though things have not actually got worse during the week, they have not improved, and that the utmost firmness and vigilance are still needed, not only by our Government, but by public opinion here. In all negotiations the need for these qualities is always greatest towards the end. The men who in a tag-of-war pull splendidly at first, but when their antagonists begin to sway and move think all is over, and at once start off on the congenial work of self-congratulation, are very apt to end by being beaten. The men who win are those who pull strongly and steadily to the very last and are not "put off" by the shouting.
