This matter must be faced. Happily Mr. Ramsay MacDonald made

it clear in his statement in the House of Commons on Wednesday night that he is alive to the significance of events. He announced that an Emergency Committee had been set up. A Privy Council is being held as we write and the intention is to declare by Royal Proclamation that an " emergency " as defined by the Act has arisen. The next step would be to commandeer private vehicles for the use of the public, though the Prime Minister expresses the hope that the emergency measures may yet prove unnecessary.
