Sir Hugh Clifford takes Lord Leverhulme to task for his

criticism of the administration of Nigeria as being " extravagant and inefficient," and it would certainly appear that the Governor of Nigeria is more than able to hold his own in the controversy. Only three times in the last eleven years has Nigeria's expenditure exceeded its revenue. The allegation of extravagance in Nigeria's administration does not seem to be borne out by the facts. The total revenue from all sources was in 1922 to 1923 a fraction less than 5s. 2d. per head of the population, which is the lowest ratio of revenue to population to be met with anywhere in the British Empire.
