Considering the difficulties of the country, the rapidity of the

German onset, the high skill with which the German troops have been handled, and finally their wonderful equipment, it is amazing that the Rumanians have not lost not merely battalions or brigades but divisions or army corps. The fact remains, however, that they have not had such losses. The only valid explanation is that the moral of the Rumanian troops has not been broken, and that their retreat has been an orderly falling back, due to intention and a definite plan and not to extreme necessity. What has impelled their movement has not been that the troops could fight no longer, and were chased off the field when it was the intention of their Generals that they should go forward, but the command to fall back.
