But although Lord Robert Cecil has resigned, we sincerely hope

that his services will not be lost to the country during the discussion of Peace terms. Lord Robert Cecil has emerged as a recognized master of the affairs of the Foreign Office. He has done his work with quite exceptional wisdom and industry. It ought to be possible to employ him as a delegate, or at all events as the inspirer of our delegates, at the Peace Conference. These are not the days to stand upon punctilios or narrow precedents. The issues to be settled are far too vital for us to throw away the brains and experience of the best men.
