The Balkan correspondent of the Times stated in Monday's paper

that Turkey has ceded to Bulgaria the Turkish portion of the Dedeagatch Railway and Turkish territory west of the Maritza. It is said that this cession implies no engagement whatever of a political character, Bulgaria binding herself neither to remain neutral nor to permit the passage of contra- band to Turkey. It is too much, however, to ask us to believe that the cession does not imply something more than is admitted. Turkey has never yet given something for nothin4. It is true that the negotiations which have ended in the cession of the railway have been proceeding for several months, but Turkey 'would not have consented to a settlement just now if she had not thought that she had thereby gained some point politically.
