of the Council and Committee of the British Constitution Association, held at the office to-day (Tuesday), Mr. Hutchinson Harris in the chair, on the motion of Lord Cromer, seconded by Mr. Edward Moon, the following resolution was adopted:—" That provision is now required in the British Constitution for ascertaining the judgment of the electors on single issues of special gravity."
