CHILDREN'S ALLOWANCES

SIR,—In the frequent references to "Children's Allowances" in your columns I have never seen definitely stated (what was certainly the case in one such scheme, i.e., that which originated in New South Wales) that the much lower flat rate of wages—Maintenance for a man and wife only— means a considerable lowering in the cost of production even after the allowances are paid.—I am, Sir, &c., C.
