Mr. Goschen, in introducing the Navy Estimates on Monday, was

able to add a good deal of illumination to this explanatory statement. No part, however, of Mr. Goschen's statement givee us greater satisfaction than that which announces the improvement in the promotion, status, and pay of the engineer officers. The concessions offered may not go very far, and should rather be regarded in the light of an instalment than of complete recognition. But they are in the right direction, and the engineer officers may depend upon it that the nation, though it moves slowly, has at last become aware of their grievances and will see them put right.
