THE CRISIS IN THE COTTON TRADE.

[To THE EDITOR OF THE " SPECTATOR."] SIR,—In your very excellent article on "The Crisis in the- Cotton Trade," there is one error which I think it well to point out. You state that " a spinning mill on the latest model cannot be completed in much less time than three years.' Kindly allow me to state that the Oldham cotton mills, as at the present time built and fitted with machinery, can be totally completed in less than half the time you give.
