On Friday the War Office issued the new Regulations for

the National (late Veteran) Reserve. On the whole the Regulations are satisfactory, and a great advance on those which they supersede. They recognize in the first paragraph —and that is the essential point—that the Reserve is some- thing more than a mere social institution.

" The National Reserve, which forms a part of the military organization, is primarily a register of trained officers ani soldiers who, being undei no further obligation for military service, are organized under the auspices of County Associations and en- couraged by the military authorities with a view to increasing the military resources for national defence."

After noting that the members are net required to undertake definite liability for military service, it is pointed out that registration will enable the military authorities to "keep in touch with men who would be willing and able to render assistance in time of grave national emergency, when additional personnel may be required, either for active duties with the home defence forces or for other services."
