It has been pointed out in the Press here that

in the Note from Washington to Berlin sent on July 21st the United States Government asked for a great deal more than Count Bernstorff's present assurance. For example, they insisted--

"That the high seas aro free; that the character and cargo of a merchantman must first be ascertained before it can be lawfully seized or destroyed ; and that the lives of non-combatants may in no case bo put into jeopardy' unless tho vessel resists or seeks to escape after it has been summoned to submit to examination."
