The news from America is interesting. Count Bernstorff is stated

to have handed on September 1st a Note to Mr. Lansing, Secretary of State, which conveyed the information that Germany's answer to the last Luaitania ' Note contains the following passage:- " Liners will not be sunk by our submarines without warning and without ensuring the safety of the lives of non-combatants, provided that the liners do not try to escape or offer resistance." The German Ambassador added : " Although I know you do not wish to discuss the Lusitania' question till the Arabic' incident has been definitely and satisfactorily settled, I desire to inform you of the above, because this policy was decided upon by my Government before the 'Arabia' incident occurred."
