to the conclusion that the one and only fair means of levying direct taxation is by means of the existing Income Tax. Let every man and every woman be taxed on the income which, as can easily be proved, they received in each financial year All such expedients as a levy on capital and a graduated tax on profits are ridiculous instruments compared with the Income Tax. There are few tasks more important for the Government to perform than to remove such grievances as are undoubtedly inflicted by the present methods of exacting Income Tax. This

splendid, inexpensive, and theoretically just tax ought to be relieved of all unnecessary odium.
