The Ministry• of Reconstruction has issued two new twopenny pamphlets,

one explaining The Whitley Scheme for Industrial Councils and the other describing what has been done for the State Regulation of Wages, before and during the war. "The question of wages," it is said, "will never be allowed to return to the position of ten years ago when the Government bad no concern in it. A policy will be pursued of stimulating produc- tion and at the same time of securing to the worker a fair share of the product. More than that cannot be clone."
