[To the Editor of the SPECTATOR.] is generally agreed that

our most probable opponent in a future war would be America. If the conflict occurs within the -next twenty years it will be waged' between the NaVal -Forces of the British Empire and Americi ; whereas the ideal state Of affairs is for the combined Navies of the two countries to police the seas.

Such a combination seems to be easily within reach if both parties trust the other. Arrange that the main fleets of both the Royal Navy and the U.S. Navy combine for exercises and manoeuvres, follbwed by an inter-Fleet Olympiad at intervals of say three years. The concentration of the Fleets could take place in the WeStern Atlantic and Eastern Atlantic alternately, together with a visit to the adjaCent country to cement the friendship. After a few years an action between the two Fleets would be an Impossibility : also, neither side would lose prestige, nor would the financial -requirements be great.— I am, Sir, &c.,
