innumer- able outrages, committed by Germany and her allies • demand penalties, reparation, and guarantees for security in the future. The object of the overtures was to create dissension . in the Allied ecountriese.but the attempt thus made has proved abortive.

Finally., these overtures attempt to justify in.advance in the eyes of the world a new series of crimes—submarinnwarfare, deporta- tions, forced labour, and forded enlistment of inhabitants against their own countries, and violations of neutrality."
