indictment of Austro-Hungarian methods of governing the Slays, based on letters to the Spectator and other journals, originally appeared in 1912, and the bulk of it, curiously enough, was first pub- lished at Leipzig in the German edition of Dr. Seton-Watson's Corruption and Reform in Hungary. Four years ago there were readers in Ger- many for a sharp attack on the Magyar despotism. To-day the German and the Magyar are desperately clinging together in an attempt to avert their coming doom. But the Slays are suffering more cruelly than they were then, and the pamphlet has in no wise lost its point.
