COLD FEET IN THE COLD WAR

SIR, Mr. David Ormsby Gore unwittingly makes the views which I hold about the future of Germany look ridiculous and even dan- gerous by identifying them with the entirely new attitude of neutrality forced on the Austrian Government by recent Russian blandishments.

By 'the Austrian solution for Germany' I have always meant unification, the establish- ment of a central government prior to national elections. and continuing Four-Power occupation—not with the object of achieving all-German neutrality, but of getting demo- cracy working at least up to the Oder-Neisse line. Whether twelve West German divisions will help with this is still uncertain. But their threat may oblige the Russians to disarm East Germany, and that would be a gain.
