The division list shows Mr. Gladstone and Mr. Childers voting

with Mr. Forster for Mr. Trevelyan's Bill, and Mr. Lowe voting against it, while Mr. Goschen appears to have followed Lord Hartington's example in not voting at all. The greatness of the majority was caused by Liberals absenting themselves, not by Liberals voting against the Bill. Mr. Lowe seems to have been almost the only Conservative-Liberal who had the courage of his opinions.
