Sia,—The Allies are largely to blame for the condition of Germany to-day. Had they treated her as an equal instead of an outcast from the company of civilized nations, and had France renounced her attitude of vindictive retaliation and of mistrust and suspicion of her neighboiir, the outlook for the peace and recovery of Europe might be a very different one from that which confronts us to-day.--4 am, Sir, &c., FLORENCE Bnooxs.
