In Slesvig the German troops and authorities are to w ith-
draw, giving place to an International Commission, which will take a vote in Northern Slesvig as a whole and in parts of Central Slesvig by communes. Denmark will then occupy those territories which have voted for reunion with her. Heligo- land is to be completely deprived, by German labour and at Germany's expense, of its "fortifications, military establish- ments, and harbours," and is to remain a bare uufortified rock.
